We are well-versed in South Carolina codes and standards, particularly those from the ICC and NFPA, and stay current through continuing education.

Brian was recently honored as the 2024 Building Official of the Year for the state of South Carolina. Brian began his career in construction with hands‑on carpentry training at a vocational school. His early work included residential and light commercial construction, during which he founded Blackwell Brothers Construction and earned both a Residential Home Builders License and a General Contractor’s License.
In 1992, Brian entered the public sector as a Building Inspector and later advanced to Building Official, serving in local government for 14 years. During this time, he held leadership roles including president of the SC Upper State Code Enforcement Association and the South Carolina Chapter of the International Association of Electrical Inspectors.
In 2000, Brian was selected by the International Code Council to serve on a national team tasked with merging the testing standards of BOCA, ICBO, and SBCCI. He served as Chairman of this group until 2005 while earning numerous certifications across major code disciplines, ultimately achieving the designations of Certified Building Official and Master Code Professional.

His background includes work as a welder and fabricator, as well as a superintendent for an acoustical ceiling company. After co‑owning a construction business with his father, Brent discovered his passion for building inspection in 2004—a role that blended his construction expertise with his dedication to public safety.
Brent advanced from Building Inspector to Chief Building Inspector and ultimately Building Official, earning 21 ICC certifications and numerous Fire Academy credentials throughout his career. In 2023, he joined a third‑party inspection firm full‑time while remaining actively involved in the fire district to continue sharing his skills and experience with others..

For 15 years, she served as the Building Official and Director of the Building and Development Standards Department for the City of Greer. Under her leadership, the department has streamlined services while managing the demands of one of the fastest‑growing cities in the state.
Ruthie is a past president, vice president, and long‑serving board member of the Upper State Code Enforcement Association. She was named the 2015 Member of the Year and received the Red F. Chris is an active member of the Upper State Code Enforcement Association, where he previously served as President and Vice President. He is also a member of the Building Officials Association of South Carolina and contributes to both the Building Code Change Review Committee and the Emergency Response Committee.
Before joining RCI, Chris served as the Building Official for the Town of Hilton Head Island from 2024 to 2025, overseeing permitting, plan review, inspections, and the island’s Damage Assessment team.
Chris began his code enforcement career with the City of Spartanburg, serving from 2008 to 2024 as Plan Reviewer and Senior Building Inspector. He led plan review operations, supervised inspection teams, and served as lead inspector on major civic, commercial, and institutional projects.
Prior to his public service career, he spent nearly 15 years in architectural design and project management with several firms while studying Architectural Engineering at Greenville Technical College.

Keith began his career in 1964 in single‑family and commercial construction, advancing from helper to foreman before entering code enforcement in 1979 with York County, SC, where he later became Chief Inspector. He went on to serve as Building Official for the City of Rock Hill from 1986 to 1999, continued part‑time until 2002, and later worked as Inspection Superintendent for the City of Gastonia until 2012. He finished his career as Manager of the Utilities Maintenance Division for Two Rivers Utilities, retiring in 2015 and later joining RCI.
Keith earned an Associate Degree in Commercial Science from the University of South Carolina and a Bachelor of Science from Lander College. He has served on and led boards within the Upper State Code Enforcement Association of South Carolina and the Building Officials Association of South Carolina, and has contributed to SBCCI and ICC committees throughout his career.

Tommy Holcombe joined RCI after retiring from the City of Easley after 42 years of service.
